At the dawn of the 20th century, the administration of civil judicial matters fell under the jurisdiction of the District & Sessions Judge stationed at Karnal in India. This judicial figurehead received support from the Senior Sub Judge in Karnal and three sub-judges, each assigned to Karnal, Panipat, and Kaithal.

The court facilities in Panipat were originally located at the “Kabri Wali Kothi.” However, a significant development occurred on May 2, 1990, with the establishment of the Court of Additional District & Sessions Judge in the Panipat district. Mr. Suresh Chand Jain assumed the role of the inaugural Additional District & Sessions Judge in Panipat.

A milestone in Panipat’s legal infrastructure unfolded on 29 August 2010, when the new judicial complex was inaugurated by the esteemed Mr. Justice Mukul Mudgal, the then Chief Justice of Punjab & Haryana High Court. The Haryana Government later declared Panipat as a distinct Sessions Division through a notification dated December 16, 2010 (no. S.O. 119/C.A. 2/1974/S.7/2010). Mr. Kailash Chand Sharma, having previously served as Chief Judicial Magistrate and Additional District & Sessions Judge-I, Panipat, assumed the position of the first District & Sessions Judge in Panipat from 8 April 2011.

Panipat, with its rich historical significance, is eternally linked to the epic battles fought on its soil throughout the centuries. According to legend, Panipat was one of the five villages (Prasthas) established by the Pandavas during the time of the “Mahabharata,” with its historical name being “Panduprastha.” The Bhagwat Geeta’s first verse possibly references Panipat as “Dharamkshetra.” The city, located on the banks of the Yamuna River, has witnessed three pivotal battles, shaping the course of Indian history.

Renowned for its textile and carpet industry, Panipat is often referred to as the “City of Weavers” or the “City of Handloom.” It stands as a major hub for “Shoddy Yarn” worldwide. Additionally, Panipat hosts heavy industries, including an Indian Oil Corporation refinery, a National Thermal Power Corporation plant, and a National Fertilizers plant. The city’s attractions include the Panipat Museum, Tomb of Ibrahim Lodhi, Kabuli Bagh, Devi Mandir, Kala Amb, Salar Gunj Gate, and the Tomb of Sufi Saint Bu Ali Shah Qalander.

Panipat, once part of Karnal District until 31 October 1989, gained the status of a separate district thereafter, marking a significant chapter in its administrative history.
